The answer I got when I looked into this was economic development. Basically, if you invest in a space program you create skilled jobs that pay well (and thus incur more tax), boost development of new technologies and boost the tech sector of the economy overall, plus there are other benefits I can't really remember right now. Essentially the idea is to move the economy closer to a manufacturing/tertiary economy than one that mainly revolves around primary industries

I am really sad that a space program is considered a waste of money by many people. A lot of people use it as a way of saying "do they not have anything better to do than shooting money to the moon". All those people forget that their weather forecast, modern science, their smartphones, google maps, their tv program and so many more things would not exist without satelites in orbit. The civil space program is the basis of modern society but since it is so far away and not directly visible a lot of people tend to forget about its benefits. And it is not like it is a huge money sink as well. India spends about 1% of its government spendings for its space agency while it spends more than 15% in defense.
